Restorative Justice (RJ) provides a holistic and comprehensive approach to the traditional criminal justice system. By bringing together the offender, victim, and community, RJ focuses on healing harm and making things right. Through facilitated conferences, everyone impacted — victims, youth, families, and community members — collectively identify the harm caused and determine a solution-based resolution. Restitution and compassion are integral parts of the process, helping people heal and move forward. 

RJ gives victims a voice and a pathway to healing and closure. It encourages accountability, positive behavioral change, and reintegration into the community for youth. By breaking cycles of harm and reoffending, RJ strengthens families and builds safer neighborhoods. It is also a smart investment of community resources. Kentucky spends more than $19,000 per year to house an adult inmate and up to $72,000 per year to house a juvenile, but only $7,000 per year to educate a child. Restorative Justice costs about one-third as traditional juvenile justice approaches and cuts the recidivism rate in half, saving taxpayer dollars and achieving better results for everyone involved.



Who We Are

Volunteers of America Mid-States creates positive change in the lives of individuals and communities through a ministry of service.

Established in 1896, Volunteers of America Mid-States is one of the region’s oldest, largest, and most diverse not-for-profit businesses. Today, we offer 30 distinct human service programs focusing on:

  • Shelter, transitional housing and support services for unhoused families.
  • Addiction recovery and counseling services for pregnant and parenting women, and men.
  • HIV testing, prevention services, and housing support for people living with HIV/AIDS.
  • Outreach services to address the root causes of health disparities and inequities by connecting underserved individuals with access to high-quality health care. 
  • Home-based and non-residential support for people with intellectual and developmental disabilities.
  • Housing for seniors with low-incomes.
  • Homelessness prevention, employment and other supportive services for veterans and their family members.
  • Restorative Justice (RJ) practices that help young people make amends for mistakes that could have a lasting impact on their lives.

Last year, we reached more than 5,000 people through our services.
